Main responsibilities were:

  1. Review draft laws, regulations, legislations, and government resolutions, provide of professional and methodological advisory on removing duplications, gaps, breaches and irregularities;
  2. Provide support on assuring that government decisions are drafted in comply with constitution and legislation;
  3. Provide legal assistance other in-kind support on implementation of government decision;
  4. Promptly provide professional, expedient, legal advisories and all round support to Chief of the Cabinet Secretariat and Governor of the Capital city and Mayor of Ulaanbaatar.

The responsibilities of the Board of Directors:

  1. Determine the university`s vision, mission and values to guide and set the pace for its current operations and future development;
  2. Determine the values to be promoted throughout the university;
  3. Determine and review university goals and policies;
  4. Approve and amend university`s development policies and strategic plans, programs;
  5. Approve and amend university`s charter;
  6. Determine strategic options, select those to be pursued, and decide the means to implement and support them;
  7. Determine the business strategies and plans that underpin the corporate strategy;
  8. Set organizational structure and salaries of staff, ensure that the company's organisational structure and capability are appropriate for implementing the chosen strategies;
  9. Approve budget and investment policy, annual budget schedules and oversee budget expenditures, establish procedures for raising and disbursing funding;
  10. Determine tuition fees, dormitory and other service fees.
